01. Programme for providing a glass of fresh milk for preschool children
This programme has been operative from 2006 with the two objectives of uplifting the nutrition level of the preschool children of low income families who suffer from malnutrition and strengthening the domestic dairy farmer. This programme has been operative from 2011 and this is coordinated at Divisional Secretariat Division level by the Early Childhood Development Officers under the Child Secretariat attached to the Divisional Secretariats, through the Early Childhood Development Centres/Preschools.
In a few areas where Early Childhood Development Officers are not available, this programme is coordinated by the Child Rights Promotion Officers.
Accordingly, the Child Secretariat bears a maximum expenditure of Rs.264/= per child per month.
Provisions amounting to Rs.260 million have been allocated in 2015 for this programme. Out of this money, the amount spent for providing a glass of fresh milk to 101,244 preschool children prior to 30.09.2015 was Rs.87.00 million.

02. Programme for the provision of a nutrition allowance of Rs.20, 000/= for pregnant mothers.
This programme was started for the provision of a nutrition allowance of Rs.20, 000/= for every mother who gives birth to a child with the aim of minimizing births of underweight babies within Sri Lanka. This allowance is provided within 10 months as Rs.20, 000/= per month and this allowance is provided in the form of a nutrition pack containing food items with nutrients required by a mother during her pregnancy, to every pregnant mother who registers herself with the Medical Officer of Health Office. The expenditure for this by 30.09.2015 was Rs.1, 588,102,363.60 and the number of nutrition packs provided to beneficiaries was 7,941,054.

03. Project for the prevention of child abuse and violence against women (Rs.700)
Fresh Provisions worth Rs.700 million were allocated to the Ministry of Child Development and Women’s Affairs through the budget proposals of 2014 to implement programmes to prevent child abuse and violence against women and Rs.96.08 million had been allocated in 2014 for the Children’sj Secretariat, safety of preschool children, development of physical facilities to ensure the safety of preschool children and for the construction of 07 Day Care Centres. Out of those provisions, the amount spent in 2014 was Rs.34.61 million.Rs.55.197 has been allocated in 2015 for continued work at these Day Care Centres and the financial progress by 30.09.2015 was Rs.19.93 million.
By now, work at the Day Care Centres in the districts of Kilinochchi, Batticaloa and Polonnaruwa has been completed and work of the other four Day Care Centres is being completed.

04. Programme for the provision of Rs.250/= for Lama Diriya preschool teachers
It has been decided to pay a monthly allowance of Rs.250/= from June 2015 to the teachers of Preschool/Early Childhood Development Centres on the interim budget proposals of 2015, with the aim of further strengthening and developing of Preschool/Early Childhood Development Centre services and plans have been made to implement that through the Child Secretariat. In providing this allowance, the number of preschools at district level, information on the unregistered preschools and qualifications of teachers G.C.E. A/L qualified and Teacher Training Diploma Courses are considered under this.

05. Lama Saviya Programme
Provisions worth Rs.15 million have been allocated for this programme and implementation of programmes such as World Children’s Day Programmes and aesthetic programmes for early childhood children is done.


i. Provisions to the tune of Rs.4.025 have been released to 322 Divisional Secretariats as Rs.125, 00.00 per Divisional Secretariat for the implementation of various awareness workshops at Divisional Secretariat level for the World Children’s Day and aesthetic programmes for preschool children.


ii. Plans are in place for holding 24 District Child Development Committee meetings in 2015 and provisions worth Rs,393,850.00 have been released to the District Secretaries.04 meetings out of that have been held by now and the amount spent in that regard is Rs.19,000.00.


iii. Provisions to the tune of Rs.4,635,000.00 ,million have been released as Rs.15,000.00 per Divisional Secretariat Division for conducting 309 aesthetic programmes for children of early childhood and 268 programmes out of that have been conducted by now and the amount spent was Rs.4,020,000.00 million.

06. Programme on early childhood care and development
Rs.40 million has been allocated for the implementation of programmes under this and programmes are implemented in the following manner.


6.1   “Senehe Thataka” - home based early childhood development programme
The prime objective of this programme is to bring about total development of children in their early childhood by involving them in their immediate environment and day to day chores of the household. Awareness programmes for parents, public officials and youth groups are conducted under this programme. A target has been set to implement 335 programmes at Divisional Secretariat level in 2015 and the amount allocated for this purpose is Rs.2.01 million. 268 programmes have been held by 30.09.2015 and the amount spent is Rs.1.60 million.


6.11   “Poshana Manpetha” Food and Nutrition Programme
This programme is carried out with the objective of creating awareness among parents and preschool teachers on foods and nutrition of children in early childhood and the preparation of a nutritious meal. This programme is implemented at the Divisional Secretary Division level. Provisions worth Rs.2.8 million have been allocated in 2015 for the implementation of 280 programmes and the relevant provisions have been released to Divisional Secretariat Divisions through commitment papers. The programmes is targeted to be completed at the end of November.
6. III Programme for developing Early Childhood Development Centers/ Daycare Centres
The focus of this programme is to secure sponsorship for the learning environment required for the development of preschools. Creating play areas and providing educational equipment for preschools etc. are carried out under this programme.
In 2015 provisions worth Rs.1.75 million have been allocated for the construction 35 play areas for preschools and provisions have been released to Divisional Secretariat Divisions by now to construct 32 out of them.
300 educational equipment kits have been purchased to be distributed among preschools in 2015 and 106 out of them have been distributed by now.

In 2015 provisions worth Rs.8.35 million have been allocated for the restoration of preschool / early childhood development centre buildings and by now Rs.6.9 million out of those provisions have been released for restoration of preschool buildings under the Divisional Secretariats of Medawachchiya, Ambanganga Korale, Neluwa and Nachchaduwa and construction work has been started by now.

6.IV “Nenadeepani” – One day orientation programme for teachers of early childhood development centers
The key objective of this programme is to update the knowledge of preschool teachers and upgrade their skills. This programme is implemented at Divisional Secretariat Division level. According to the action plan for 2015, 280 programmes are due to be held and 25 programmes have been held by now. The total amount spent for this is Rs.250, 000.00.

6.V Programme for the registration of Diploma Courses on Early Childhood Development
Ensuring that the One Year Diploma Courses on Early Childhood Development are up to the national level standards and registering them under the Children’s Secretariat is the key objective of this .61 national level diploma courses have been registered under this and a follow up programme representing all the institutions has been planned.


6. VI Capacity Development Programme for the staff/Early Childhood Development Assistants
Training programmes are conducted by the Children’s Secretariat under this to develop the capacities and to update the knowledge of the Early Childhood Development Officers attached to the Divisional Secretariats.09 capacity development programmes are to be held in 2015 and one programme out of them has been held by now .The total amount spent for that is Rs.2, 026,445.00.The remaining programmes are planned to be held at provincial level in due course.

6. VII “Tikiri Mithuru” Media Publicity and Publications
Conducting awareness programmes for the general public over electronic and print media and publishing books and other printed materials on early childhood care and development are done through this programme.
6. VIII Converting the National Policy on Early Childhood Care and Development into an Act
The national policy on early childhood care and development is currently being implemented and the process of drafting this national policy into an Act to give legal effect to it has been initiated by now. The first draft of it has been received from the Department of the Legal Draftsman and other amndments of that are being done y now.

6. IX Programme for setting out standards of early Childhood Development
There have not been standards or indices in our country to measure the development of children in early childhood. Therefore the Children’s Secretariat has conducted an island-wide survey and formulated ‘early childhood development standards’. (For children in the age group of 3 – 5) These early childhood development standards are to be launched at the national level before the end of this year. Thereafter every registered preschool in the island will be provided with a book containing these standards.                                                 
6.X ‘Aruna Dakina Rata’ Exhibition of paintings by children in their early childhood and the workshop
An annual island wide exhibition of paintings is held to develop the creative talents of children in their early childhood. Paintings by preschool children representing all parts of the island are received for this and this exhibition is held in Colombo with 500 paintings selected from among them and prizes and certificates are awarded to the relevant children. ‘Aruna Dakina Rata’ Art Exhibition and the awards ceremony were held on 03.09.2015 at the Colombo Art Gallery and New Town Hall on Green Path and the amount spent on this was Rs.1.6 million

6. XI National Week on Early Childhood Care and Development
This programme, a special programme commenced in 2010 with the approval of the Cabinet, is held from 14th to 20th of December every year. Conducting workshops, educational tours, experience sharing programmes, provision of preschool educational equipment etc. are done under this within all 07 days of the national week. Action is taken within this national week to make the public aware of early childhood development through electronic, printed and other media.

6.XII Model Villages on Early Childhood
Villages in selected Grama Niladhari Divisions in selected Divisional Secretariat Divisions are selected and they are developed as Early Childhood and Development Model Villages .Here, activities such as developing the preschools in those villages as model preschools (an early childhood development centre) , establishing a children’s park within the Police Station in the relevant area to develop that as a child friendly Police Station, holding health clinics, conducting awareness programmes, developing the infra-structure facilities at preschools etc. are carried out.
In this, making the residents of those villages a group of people aware of and sensitive to early childhood development is one key objective of the programme. It has been planned to establish 10 such model villages in 2015 and Rs.70, 085.00 has been released for Jaffna and Rathnapura districts by now to implement 02 projects.

Information about the target development programmes for 2016 and their progress


01. Programme for the provision of a packet of milk to children of Early Childhood Development Centres /Preschools
Action has been taken to provide a special packet of milk instead of the glass of milk to preschool children from 2016 with the aim of extending the benefits of the programme to provide a glass of milk with the intention of uplifting the nutrition standard of preschool children and strengthening the domestic dairy farmers to a larger number of beneficiaries. Under this,a packet of milk is to be provided on 12 days of the month as 03 days per week and 150,000 preschool children have been targeted. In 2016, Rs.374.2 million has been allocated for this.
02. Introducing a national level curriculum for the Diploma Course on Early Childhood Care and Development

I Making provisions available for improving early childhood development centers/preschools.RS.60.00 million has been allocated for this.
II Provision of Teaching/Learning equipment kits for early childhood development centers/preschools. RS.4.00 million has been allocated for this.
III Implementation of the Training of Trainers for the teachers of early childhood development centers. RS.3.0 million has been allocated for this.
IV Provision of short term service training to the teachers and assistants of early childhood development centers. RS.7.00 million has been allocated for this.
V Conducting the initial survey of early childhood development centers. RS.25 million has been allocated for this.
VI Implementation of awareness and publicity programmes. RS.8.0 million has been allocated for this.
VII Establishing early childhood development centres. RS.200.0 million has been allocated for this.

05. Programme to provide a nutrition allowance of Rs.20, 000.00 to pregnant mothers.Rs.7506.2 million has been estimated for this for 2016.
06. Implementation of policies, guidelines and standards related to early childhood.Rs.10.34 million has been allocated for this for 2016.
